1-year-old child dies in West Plains after being struck by vehicle
A one-year-old child was struck and killed by a vehicle in West Plains on Sept. 11, and the driver, Russell L Quinn, 20, was arrested on Sept. 13 and charged with leaving the scene of an accident resulting in death.
